E-Money and Road Congestion

Traffic jam is common for citizens of Jakarta. Especially when it had rained all day long. Everybody in Jakarta has been adapted with this situation. In working hour and weekday, it is normal to see many motor vehicles queueing in road and toll road. This phenomena is caused by the increasing number of motor vehicles not as much as the increasing of extensive of road.
 
The master plan of transportation development in Jakarta is unsystematic. All public transportation in Jakarta is depend on bus, minibus and microbus (mikrolet). To complicate the traffic problem in Jakarta, frequently the route of one bus to another bus is overlapping so this situation makes the competition is very tight. And the bad news is the competition does'nt bring the operator buses to deliver good services. Passangers seldom become a victim of reckless driver of the bus. To more complicate the problem, the indirect route , which the bus should go by, contributes extra time for passangers to get their destinastions. It's very nightmare to faces all of these. 
 
To sweeten people living in Jakarta, The Government of Province Jakarta has introduced semi rapid bus named Trans Jakarta. This kind of bus is imitated the same kind bus like in Bogota. Although it is far from equal if compared to Bogota's. Mr. Sutiyoso, a former Governor of Jakarta, conviced that the bus is an alternative solution to break the problem of traffic jam in Jakarta. Is it the best solution? At this moment, Trans Jakarta is not the best solution. The big problem is many citizens of Jakarta are very reluctant to leave their motor vehicles at home. Because there are small benefits that people are perceived at this time. To attract people to use public transportation, the minimal requisites that should exists like the punctual schedule, comfortable situation, readiness, security and easiness to transfer other bus.
 
And now, let's talk about E-Money. Do you think if all banks which have e-money instruments can help Jakarta to reduce the road congestion? May be not and may be yes. As we know BI, Ministry of transportation and Ministry of Information have sign in an agreement to make Formulation of Policies and Interconnection Standards and Interoperability of Electronic Money in the Transport Sector. The Key word is Interoperability.
 
What's wrong with interoperability? Interoperability can present eficiency for customers. Interoprability will reduce the power of monopoly which is owned by some banks. This time, some banks which have much money can build their system information infrastucture better thant the other banks which have not much money. Two big players in Indonesia namely Mandiri dan BCA have own their E-money to be used at station petrol, mini market (Alfa and Indomaret), and some department store.
 
For the players, interoperability will sign as a threat. Who will gain the victorius if the interoperability is a must? I'm quite sure BCA will be the leader and the winner. Why? Although I don't have the data, I'm sure threre are more people have BCA account instead of Mandiri account. This assumption will lead to conclusion that many people will have BCA card or E-money published by BCA like Flazz Card, Kompas Card, Paspor BCA, and etc.
 
Mandiri will not agree to this condition. As government owned enterprises, Mandiri will try to hold the monopoly E-money in toll road. And the eficiency for customer will not be created. Liberalization in bussiness is good but it's not good if it is caused we sacrificed our entreprises on behalf of interoperability or efficiency. But this situation can be reversed if all Mandiri card can be used in all BCA devices. At this point, Mandiri will gain some benefits from lose his monopoly at E-toll card.
 
I don't think interoperability will reduce the traffic congestion.
The problem is very basic, too many cars and motor bikes in Jakarta. The goverment should solve the rapid and mass transportation. If you chase two rabbits, you will not catch either one.
